However, during the production and consumption of edible oil, It will produce a large amount of waste oils, such as acidified oil and waste oil. These raw materials are one of the important resources for the development of biodiesel in China, and are also the main raw materials for biodiesel production in China."
Liu Xiaoxin, deputy general manager of Sinopec Shijiazhuang Refining & Chemicals Branch, said, “The quality requirements of waste oils for refined biodiesel are not high, and many acidified oils and waste oils can be applied after being processed. It is estimated that the total resources of domestic waste oils are close to 1,000. Ten thousand tons, using them to make biodiesel will have huge economic benefits."
Sinopec Shijiazhuang Refining and Chemical Branch recently made breakthroughs in biodiesel refining, and independently developed technologies for producing biodiesel products from restaurant waste oil as raw materials. The technology has applied for more than 30 Chinese and foreign patents.
In addition, according to Duze Institute, fuel diesel blended with biodiesel can effectively reduce the atmospheric pollution of diesel vehicles, especially the reduction of PM2.5 particulate emissions.
Since there are so many advantages in the production of biodiesel from waste oil refining, why has it not achieved full commercialization?
“The key issue lies in the raw materials,” Liu Xiaoxin said. “At present, the waste oil is the main raw material for the biodiesel production, but compared with the “guerrilla” oil harvesting, our purchase price has no competitive advantage, and many small-scale catering companies are more willing to The waste oil was resold to the 'guerrillas' and eventually returned to the table."
Yan Qi, vice chairman of the Chongqing Industrial and Commercial Union, said recently that there are still many loopholes in the current food safety supervision. Even in strict places, the amount of waste oil recovered from formal channels only accounts for 50% of the total, and even 20% of them are not available in many places.
Yan Qi said that the government must consider the legitimate interests of catering companies, respect the laws of the market, and establish a reasonable compensation mechanism so that catering companies can also obtain a reasonable profit, and guide them to actively and actively bring waste oil into the formal channels.
“We now collect the cost of waste oil at about RMB 5,000 to RMB 6,000 per ton, plus operating expenses and taxes, and the cost is around RMB 7,000, which can only sustain meager profits,” said Liu Xiaoxin.
Duze said that although the state offers certain preferential treatment to biodiesel manufacturers in terms of bank loans and taxes, it is still not enough and should consider providing direct subsidies. In this regard, reference can be made to the current subsidy policy for ethanol gasoline. Since China promoted ethanol gasoline, it has been implementing fiscal subsidy policies for fixed-point fuel ethanol producers.
In March 2010, CNOOC completed a 270,000-tonne biodiesel project in Hainan. This is China's first biodiesel project to be added to petroleum diesel, and it is the only mature biodiesel project to date. In addition, Sinopec plans to build an industrial demonstration plant with an annual output of 100,000 tons in Jiangsu in 2013, and its biodiesel industrial plant in Qinhuangdao, Hebei Province is also being demonstrated.
